Dr. Martha Jones wrote a whole book showing that, contra Dred Scott, Black Americans had exercised citizenship rights throughout much of the country for generations before 14A. They got patents, filed lawsuits, engaged in contracts. Birthright citizenship always implicitly existed. 14A codified it.
