If the main premise of the argument is the environmental impact is lessened because you are stopping the same centre being constructed in China where it will rely on coal, then it falls apart when you know new data centres in China aren't relying on coal:

Other thing to note about the govt dropping the one fee relief year they offer to students - because so little funding goes into the sector Universities almost always raise fees each year by the maximum they are allowed. 3 years of fees today is a much more expensive degree than 3 years a decade ago
