If we want guarantees to matter more, we need a very different delivery architecture: • stronger project preparation • better pipelines • simpler and more standardised structures • more portfolio approaches • more local-currency solutions • better coordination across institutions

This matters especially for climate finance in EMDEs. Why? Because these investments are often: • highly front-loaded • sensitive to the cost of capital • exposed to FX mismatch • constrained by weak domestic financial systems • hardest to finance where the climate need is often greatest
