Ninth Circuit administratively stays the order staying Oregon District Judge Immergut’s order (yes, you read that right) enjoining Trump from sending the National Guard to Portland. Stay in effect until 9/28 at 5 pm to allow for completion of en banc proceedings, and expresses no view on the merits.
