Community service isn't work and this article confuses the two and makes it sound like work is a punishment rather than something satisfying and worthwhile.

Governments don't have many powers really. They can create legislation. They can set tax policies. They can wage war. They can fund public works. That's about it. Closing tax loopholes is the obvious option. Not some of them. All of them. If you earn anything by any means, it should be taxed.
