Today's Carbon Budget Delivery Plan talks of insulating 5 million homes this Parliament. Would be a welcome pickup in pace. But £13.2 billion is £2,640 per house. Seems far from enough. Solid wall insulation can easily cost £15-20k. Meanwhile vast amounts going to gas power with carbon capture.
