Here is the "effective payline" for each institute, estimated (by Claude) as the percentile where one can expect 80% probability of funding from a logistic regression fit. The effective payline has gone from a historic ~12% to 6% in 2025.

Reposting with comments. NIDDK budget appears to be cut because there is a separate fund for diabetes, elsewhere in the bill. NINDS budget is increased because of funds transferred from the Office of the Director (OD) for ALS, Alzheimer's. NIEHS seems like a real cut. OD cut is related to NINDS.

The language is strong enough that they cannot do that. Though they might find other ways. The fact that Vought threatened a White House veto over this actually makes me think this language mattered a lot. That he doesn't have an easy way around it.

Just spoke to The Hill about how the dismantling of the NIH is impacting science in America. We still face a cliff of unfathomable heights, w easily 1000+ labs poised to close in the next year due to funding ending. A generation of young scientists lost because there is nowhere for them to train.

I'm in a environment where most of my trainees and staff (and Dept admin) support the current regime politically, which makes communicating these issues delicate, complicated and not especially safe. It's been a dreadful 12 months.
