"Critics say" continues to be a scourge upon journalism. Instead of simply SAY WHAT THE BILL SAYS, one must couch verbatim description in the frame of "critics" rather than appear (maybe, to a vague "someone" out there, who has likely never raised this issue to the headline writer at all) biased.
