I'm guessing: At <= 12c, the scheduler is smart enough to keep the work on one cluster. Above 12 cores, you start having to synchronize across the cluster fabric. This peaks at 24 cores, which probably causes the greatest contention in synchronization. The e cores probably don't add a lot more.

Actually, I think this kind of tracks. M3 Ultra has 32 cores: 24 performance cores, and 8 efficiency cores. If I remember correctly, the Ultra dies are basically two CPU clusters glued together, which I think means each cluster is 12p+4e. The BEST perf here is RIGHT at 12c, the WORST at 24c.
