I can imagine a situation where a $10B ICE budget was used to train officers to work with immigrants to maintain their immigration status, validate asylum claims, and check in with those who overstayed their visas and help them get home. We need new laws that codify what counts as self defense for law officers. The presumption should be that force, especially gunshots, should only be used after every alternative has been exhausted. If a cop can move to avoid injury, he should not be able to claim self defense, full stop.
