Baffling that no F1 teams used the wet tire in wet conditions

Maybe it’s camera angles but nothing about the Detroit Grand Prix looks good. Concrete valleys with banners obstructing any possible outward or inward views. Doesn’t show off the city, don’t see many spectators, and it’s a boring course. What am I missing?
