My character it depends on the cartoon. A few ideas for recurring characters include an Elmer Fudd type dog catcher, a few one off foes, a mob guy ironically enough. He is still in the early phases. Trying figure him out but he is styled off classic cartoons and it's gags first lore second

Here's an episode of 'The Adventures of Twinkles', a cartoon from 1960. Characters pop from pose to pose. Walk cycles are two frames. There isn't even any lip flap when characters talk! Animation can be as limited as you want it to be. (Or as limited as your circumstances constrain it into being.)
