Yo resisters - some math. If 11,000 employees with an average of 23 years of service leave an agency, all at once, thatās ~250,000 YEARS of institutional knowledge lost. Forever. A QUARTER OF A MILLION YEARS OF USACE EXPERIENCE GONE! AND THATS JUST ONE AGENCY! Be pissed.

A federal courtās jurisdiction does *not* stop at the waterās edge. The question is whether the *defendants* are subject to the court order, not *where* the conduct being challenged takes place. Were it otherwise, the government could act lawlessly overseas and courts would be powerless to stop it.
