I am old-fashioned so I dislike using the term “diplomacy” to include non-state actors. Why? As discussed below, their goals & interests are different from those of states. Broad use of the term diplomacy to include non-state actors entrenches normalization & obscures rather than clarifies.

Political science for public health: How corporations & private philanthropies take on a central role in global policy making alongside states. "private actors are increasingly refashioning the boundaries of political normalcy in a way that their presence comes to be taken for granted."

This makes me think that these 'private actors' have figured out a way of breaking the once very tight link between legitimacy and territory, expressed in the notion of sovereignty and embodied politically by nation-states. Corporations don't rely on identity to legitimise their power. (1/)
