Most congressmen are millionaires. So money is very important to them, but I think if you took away their security, Medical, Drivers and other staff it would hurt the politicians more. Imagine Commer making reservations. We need to make a law where these shutdowns are illegal.

Here in Canada, If parliament cannot pass a budget (fund the government) it dissolves and we go to the polls and elect a new government which includes the Prime Minister (president equivalent)
