Great new stat from @senatebudget.bsky.social: of the $140 billion that Trump & Republicans gave ICE & CBP in the Big Beautiful Bill, $103 billion is still unobligated as of the end of March. Now they’re asking for another $70 billion even though about 75% of the OBBBA money still remains unused.

Thune and Johnson put out a joint statement saying they will fund DHS and reopen it and then later address the ICE/CBP funding in a reconciliation bill. That’s basically what the plan was last Friday when House Republicans refused to get onboard and instead voted on a CR.

The reality is, a possible second reconciliation bill will become a vehicle for more social safety net cuts — which Republican lawmakers will spin as necessary as they hide behind the made up need to offset spending on other priorities, experts tell TPM.

Late last night, House Republicans voted to pass a DHS stopgap that would fund all agencies til May 22. 3 House Dems voted in favor: Reps. Davis (NC), Cuellar (TX) and Gluesenkamp Perez (WA) Schumer says that CR is dead on arrival in the Senate. DHS wide shutdown will continue for now.

House Rules Comm advanced the CR to fund all of DHS through May 22 to the floor. House will only have to adapt the rule itself due to a provision that was added. There will be no separate vote on the DHS bill itself, just on the rule. Ranking Member McGovern was not happy with that decision.

House Speaker Mike Johnson and the leadership are championing a CR to fund all of DHS through May 22, saying they will not vote for a funding package that does not give ICE and CBP any money.

Democrats are touting the fact that they held the line and stayed united in not giving any more money to ICE and CBP without meaningful reforms.

DeLauro introduced a bill today to fully fund every agency under the DHS except for ICE and CBP. “If Republican leadership blocks this legislation from moving forward, they are responsible for any shuttered agencies, furloughed workers, missed paychecks, or reduced services," she said.

"They’ve sent us a bunch of talking points. It appears that they are just stalling for time, maybe hoping that the public moves on to something else," Sen. Chris Murphy told reporters. "That’s not gonna happen.” talkingpointsmemo.com/news/dems-ca...

Earlier this week, I reported that some Dems were considering breaking out parts of the DHS funding bill (like TSA, FEMA & Coast Guard) and funding them while negotiations on ICE and CBP continue. Now House Approps Comm Ranking Member Rosa DeLauro is also saying she would support that.
