So I see Clip Studio v5.0 now let's you paint on imported models but after some light testing, it's really not good, from a texture artist point of view. To even export the texture you need the more expensive EX version. Blend/blur tool doesn't work, which is what I wanted to use it with most.

How to make a texture look like it has a 'flickering' screen effect. Use a script with llSetTextureAnim and use the Ping_Pong parameters with a really short framerate and high speed. For this particular instance the objects are separate I used a slightly different framerate so they'd be desync'd.
