If Trump makes carveouts and exemptions for sectors that keep his base happy, such as exempting Canadian energy and potash, then Canada needs to put Export Taxes on potash, electricity, rare earth metals, oil and gas, equivalent to the tariffs Trump maintains on other sectors of the Cdn economy.
