I don’t think there’s any agreement at all. The markets tanked yesterday and Trump reacts to that. So, he had to come up with something to back down - for now. Denmark has said nothing (so far). But, once Trump has an idea, it doesn’t leave his head. There will be more on this, just watch.

So trump grinds on at Davos and every thing he said seems to be a lie or at best gross misrepresentation. Including at the outset: I don't want to insult anybody. It's an insult to us that he's there and able to spout his lies.
