Perhaps might be a good time to remind people that the "I was only obeying orders" excuse doesn't play well historically. For all the crimes and blatantly unconstitutional actions this administration is currently committing in broad daylight, the country will one day demand legal accountability.

The president is saying that once the administration gets people outside our borders it can do anything to them—including torture and death—and they can’t be stopped or held accountable.
