It is quite likely that Trump Administration has used the funds in the contingency fund and can't figure out how to restore the payments. Why else would they be taking the political hit on SNAP payment funding?

I know I’m fixated on this, but it’s just so fucking absurd to me that on the same day President Trump successfully got the Supreme Court to let him not send out SNAP benefits, he also took the time to pardon Darryl Strawberry for tax evasion from a guilty plea THIRTY YEARS AGO. What the fuck?
