No they are not behaving poorly. They continue to run a system that existed pre Brexit .A sovereign decision by the UK brought about this situation. We can argue that post Brexit settlement was poor & we can look to persuade the EU & member states to change.

This is a major shift in Labour comms. It seems Brexit will be blamed for the budget. But naming the issue is not enough. They now need to name the solution or be left behind parties that will.
