Classic TTRPG design concept. One way older editions of D&D offered similar concepts was with larger and harder-hitting weapons and more protective armor having much higher weight and thus limiting the amount of treasure and other stuff a PC can carry.

A review for Eureka: Investigative Urban Fantasy. Some people seem to balk when they hear an investigation-focused game has combat. I think a lot of it has to do with D&D5e making players think combat has to be a slog. Eureka’s combat rules complement investigation by rewarding caution and planning.
