NEW: The govt has finally published a draft bill banning ‘conversion therapy’. It’s 8 years since Theresa May first promised a ban, following investigations by @itvnews. But there will be intense debate about how it applies to trans people and religious practices.

While No10 say there will be no 'new' policies announced under Sir Keir Starmer, that doesn't mean there won't be announcements that previous commitments are to be delivered. I'm told to expect at least one this week, as his days run out.

BREAKING: Wes Streeting folds in behind Andy Burnham. Burnham looks set to be Prime Minister in July.

NEW: Deputy Leader of Reform UK, Richard Tice, accuses Andy Burnham of being a “hard socialist” and calls for an immediate general election. This is the line we will hear repeatedly from Reform UK from now on.

Love him or loathe him, it takes huge restraint to give a speech as dignified as that. In reality, Starmer is fuming about what his party is doing. But on the face of it, there was no sign of that.

Business Secretary Peter Kyle says Keir Starmer was “calm” and “thoughtful” on Friday when he last spoke to him. It was a “frank” conversation. “Repeatedly the PM asked about the country… not once did he ask about self-interest.”

While sands shift in the Labour Party, there are still some hardcore Starmer loyalists hoping he will fight on. One MP says Burnham has been ‘agitating from day one’ and the PM has been treated unfairly. While an increasingly niche view, that bitterness will need to be salved.

NEW: Understand Home Secretary has not spoken to the PM today. Starmer has been asking to speak with various cabinet members, but not yet Mahmood. Perhaps he has already supposed that her view has not changed since she previously suggested he set a timetable for his departure.

BREAKING: Keir Starmer says he will stand in any leadership election and will not “walk away”. His position is unchanged this morning. But will it hold?

Aside from the specific circumstances of Makerfield and Andy Burnham’s personal profile, a pattern is emerging in recent by-elections… Caerphilly, Gorton and Denton, Makerfield… the tactical vote to keep Reform ‘out’ is being mobilised with significant impact.

EXCL: Hearing from multiple sources tonight that the government is moving at pace to announce the long-promised ban on so-called conversion therapy in the coming days. The ban was first pledged by Theresa May but got caught up in complexities with regards to gender identity.

It’s understood that Andy Burnham will not accept a place in Keir Starmer’s cabinet. Earlier, the PM suggested he could offer him a big job. But Burnham would refuse.

NEW: The Isle of Man has now passed amendments to its assisted dying bill as required by the UK government. Royal assent was previously refused until safeguards were made more explicit on the face of the bill. It will now return for royal assent, in the queue with Jersey’s law.

As this YouGov polling demonstrates, action on protecting children from social media harms is one of the least politically contentious issues of our time. Almost all parents want government help to tackle this.

Very few parents will be shedding a tear if Snapchat is among the apps banned - which it almost certainly will be. Our findings last week were utterly horrifying.

Starmer says the ban will be in place by next spring.

Labour had shy of a 6,000 majority in Makerfield at the last election, with Reform chasing them in second place. And that was before the party’s recent surge. On the one hand, a tough test for Burnham. On the other, his chance to prove he can hold off / defeat Reform.
