I think the fact that they had to follow up on Robin and Corrin, characters who were not quiet about who they are, made a lot of people expect something very different than what the developers intended for Byleth, thus writing them off as unfulfilled expectations

Their "silence" is actually another very intriguing part of their character too, but because they're not always openly proclaiming their every thought and feeling in words most people will just write them off as bland and uninteresting, which is very unfortunate

their complicated relationship with their father, their distaste for their moniker, the way they don't truly understand friendship due to how they were raised, the ways the plots of each route affect their feelings and decision making. There's a surprising amount to them most people don't gaf about

been listening to a lot of the 3Houses/Hopes ost so Fódlan's on the brain again, I think Byleth having very little spoken dialogue really just made people write them off as a character completely, cause if you care to do even just a little digging you can see a very fleshed out character in there
