Third-- evidence that interventions benefit everyone - persons with disabilities, their families, and their communities. It isn't a niche issue but fundamental to making a better world for everyone, but we need evidence in addition to the human rights case which of course is also important! #AXSChat

A4: Strong legal frameworks, funding for accessibility, and Universal Design are key lessons. Countries leading in inclusion enforce laws, recognize extra costs PwD face, and embed accessibility in digital policies to create proactive, sustainable change. #AXSChat #WeAreBillionStrong

Exactly! Disability inclusion data must capture environmental barriers, accessibility gaps, and supports—not just medical conditions. Aligning data collection with the CRPD helps us drive meaningful change. #AXSChat #WeAreBillionStrong

And now the Gov't of Georgia is trying to design a social package in line with these costs. Same in Armenia. Indonesia, too, did such a study which influenced the design of their concessions program (yet to be fully implemented). #AXSCHat

Absolutely! Data must reflect the diverse realities of persons with disabilities. A one-size-fits-all approach fails when lived experiences are so varied. Policies must be flexible, inclusive, and driven by real insights. Thanks for sharing this report! #AXSChat #WeAreBillionStrong

From the data side ...including the WG/ILO module in labor force surveys. And doing rigorous evaluations of interventions. And taking into account local contexts -- for example a employment quota in a country where nearly everyone works in the informal sector won't have much of an effect

Data that shows their need...but as more important studies that can show the effectiveness of interventions. we need to design policies that align with the local context and local capacity #AXSChat

1. We need to use validated questions for identifying persons with disabilities, like the Washington Group Short Set, Short Set Enhanced, Extended Set, and WG/UNICEF Child Functioning Module, and the WHO Model Disability Survey #AXSchat

2. And for data on the environment, things like the WHO Model Disability Survey, the WG/ILO Disability Employment Module, the WG/UNICEF Inclusive Education Module #AXSChat

1. Studies on the extra costs incurred by persons with disabilities -- not just the amount, but the types of costs and how they vary depending on type and degree of disability and local context - are growing and can help us design policies that more efficiently meet those costs #AXSChat

This point is so important. Support to close the gaps will benefit our economies and that is a plus for all. So programs that invest in closing the gaps need to be designed properly to be effective and boosted not cut. #AXSChat

3. But that is not enough because we need to have detailed data. So in addition to adding those previous questions to existing surveys -- we need to regularly (though less frequently) have dedicated National Disability Surveys. #axschat

4. And then we have to have good practices for administrative data. UNICEF/WG have a Child Functioning Module - Teacher Version for educational administrative data. And countries like Rwanda and Cambodia have developed Disability Mgmt Info Systems that collect data on support needs #AXSChat

Absolutely! Identifying persons with disabilities using CRPD-aligned tools is just the start. We must also capture environmental barriers and needed supports to drive real inclusion. Data should inform action, not just measurement. #AXSChat #WeAreBillionStrong

Step by step, we need to build a data system that can address all our data needs so we can identify areas of concern, develop, implement, monitor and evaluate policies to address them. WIthout good data, we can't be effective or efficient in how we use our resources #AXSChat

Exactly! A strong data system is the foundation for meaningful change. Without accurate, comprehensive data, policies risk being reactive instead of strategic. We must invest in data-driven solutions to ensure resources create real impact. #AXSChat #WeAreBillionStrong

A few things - 1st the scale of inequities -- not just prevalence of disability (the WHO says 16% prevalence) but that way more people than that live in a household with a person with a disability -- so this is an issue which closely affects so many people #AXSChat

We need to create a disability data system -- census, surveys, administrative data from different line ministries, etc. -- so we can fully identify outcome gaps and policy levers to address those outcome gaps. #axschat
