But remember this: the only difference between a loan and a grant is repayment is quantitative versus qualitative. E.g. @videotroph.bsky.social has written about grant-making as an alternate banking design that can be contemplated at this subnational level. moneyontheleft.org/2025/11/11/b...

When money creation is tied siphoning profits and cutting costs to achieve repayment requirement, the result is predictably going to be financial crises that political theater steps in to settle.

The constitutional prohibition on money creation at the city and state level has to be understood in the context of the proliferation of private banking as a compensatory infrastructure. Bank lending is money creation with repayment requirements that create all kinds of problems beyond just bubbles.
