I suspect this can be traced to russia and the targets are carefully chosen. Berlin is easily intimidated, the russians hate the UK and they want to have a go at the EU Commission and European command of NATO too.

What russia did is the modern equivalent to rolling tanks into Poland. russia has waged an open war on Europe for a number of years but decision makes can't bring themselves to admit it and take the necessary steps. Instead they embolden russia again and again.
