I’m an amateur when it comes to this but my basic take when it comes to higher ed as a sector is there are two points critics and supporters both miss. First, “admin bloat” is a function of the winnowing of the welfare state and a response to students demanding/requiring proliferating services.

My dad worked for one of the oldest state-owned enterprises in Turkey. During the 1980s/90s, when privatization was THE item on the agenda, the government appointed a new CEO. This guy--a complete outsider to the organization-- initially held a meeting where employees voiced their concerns..1/4
