Regardless of party or ideology, launching bombing raids with neither direct provocation nor Congressional approval should be grounds for impeachment. The President doesn't have the authority to start a war on his own whim, full stop. If Biden or Obama had done this, there would be howls.

The "inherent authority" argument can be extended to literally anything, making the President an unchecked dictator. Pretty sure that's not what the Constitution is all about. Authoritarians always claim to act for the State, or for the People, but they reject any authority but their own.
