Exactly this. Reviewing foreign aid for consistency w/admin policy goals is reasonable. Many programs can absorb a 90 day pause w/o catastrophic impact. But a real stop work on bi-partisan malaria & HIV programs--delivering lifesaving medicines & bednets--quite literally means people will die.
