A good letter generally, but not sure about the line in paragraph 4: "The United States Constitution established that local governments . . . " The US Constitution says nothing about local governments. The authority local governments have regarding public safety is delegated by the states.

I remain embroiled in a conflict with a third party that wanted to charge me 90 dollars for waiting in a car in an empty lot on a Sunday while getting bagels. They claim this sign, which we did not see and was not at main entrance, created a contract. Thoughts?
