If "I believe" is defined as "I am acting as if" then you can believe something you aren't confident in but hope is true. I also think this aligns well with common usage of the word "believe".

There are 3 ways that events can happen in existence. They can either be (1) determined to happen "by law", they can be (2) undetermined and entirely uniformly random, or they can be (3) random, but within a non-uniform distribution that is set "by law". I can't conceive of a 4th option.
