I would take it a step farther: we already have a humanitarian crisis in the failure of cities to provide for the basic needs of their residents. The sudden arrival of immigrants allows the city to paint that crisis as new, acute, and driven by external forces; but it isn't.

There isn't any city or town in the USA with the civic infrastructure to handle a humanitarian crisis at scale, and refusing to build that capacity is a political choice.
