To cut Medicaid, states often start by reducing provider rates, hoping that is less harmful than reducing eligibility (though provider rates affect patient care). Then, they cut "optional" services. With budgets newly tight, Idaho likely won't be the last state to follow this playbook.

Indiana is the second state I've seen this year offering a tax amnesty, along with New Hampshire. It's important to note that tax amnesties offer one-time revenue (you can't do them every year!) and this revenue shouldn't be used for ongoing expenses except in crisis situations.
