Mayor Spencer was supposedly dedicated to bringing greater transparency to SLDC. She described former director Neal Richardson as "a barrier to transparency". Having ousted Richardson, she installed his predecessor, Otis Williams ,as interim director. IMO, SLDC has become more opaque under Williams.

Correction: Browning said “some mild incentives.” Some may point to the use of “up to ten years” for the tax abatement as indicating that the city may authorize less than the maximum duration & percentage. It is rare for the abatement term to be less than the maximum specified threshold.
