Since 2020, at least nine lawsuits have been filed against Portland’s largest homeless services provider, most in Northern California, where the nonprofit is headquartered. Most of the lawsuits were filed before the City of Portland signed a $50 million contract with the nonprofit.

Three trips to Hawaii cost a combined $91,000 and, in some instances, government officials received first-class airfare, premium hotel rooms or fine dining, an investigation by The Oregonian/OregonLive has found. Officials made four other trips to Hawaii at an undisclosed cost.
