BREAKING: California's Senate just passed a bill to extend unemployment benefits to workers who’ve been on strike for more than two weeks. This would cover the writers and actors picketing Hollywood studios, and thousands more. The bill now heads to Gov. Gavin Newsom’s desk.

Wow. TL;DR: Bill Willingham is the lovely creator/writer of the Fables series of comics created for DC. He owns (or owned) the intellectual property rights. Due to reasons in the article - which amount to shenanigans from DC and his own philosophy - he decided to give the IP to the public domain.
