Medical history people, what is "sober pneumonia" in the early 20th century? I've seen it as cause of death on a number of older certificates, but searches just seem to turn up "it's pneumonia contracted in the context of ETOH withdrawals.' That's not a particularly satisfying answer.

This. SSA is worried about the "how long does it take to answer the phone" metric, not the "how long does it take to actually accomplish something metric." Phones are redirected everywhere so they're answered faster, but you have to make four calls just to reach the person you actually need.
