In June 2017 I wrote about the Republican plan to "save money" by shifting Medicaid to block grants. It's a plan they tried in 1981, 1995, 2003, 2005, 2010, and 2017. So far, they have failed every time. But they are gonna try it next year again, pretending that "block grants" aren't cuts.
