Because they still have to file a US tax return and possibly pay US taxes and face financial hurdles in their own countries. But why do you care? They’re too few and too dispersed to affect election results, and I doubt many vote anyway. Americans having dual citizenship is none of your business.

SCOTUS has repeatedly ruled that Americans can have dual citizenship and can’t be stripped of US citizenship without consent. The first was Talbot v. Janson in 1795, when Washington was president & John Rutledge - who signed the Constitution - was chief justice. I think the Founders were ok with it.

“Allegiance” is an abstraction. There’s no evidence that merely having dual citizenship predicts actions harmful to the US. Ted Cruz and Michele Bachman had it, but never took actions that favored Canada and Switzerland over the US. To question 2: I don’t care. They still have to pay taxes.

As a US-born descendant of the Revolution who also has German citizenship, let me answer: Yes - it’s the law, along with the baby getting German citizenship via jus sanguinis, which the US has always allowed. Perhaps consider living in a country that better reflects your views, eg China or Qatar.
