Is it fair or just for a City or State to demand net zero zoning or emission reductions when that City or State has not assessed utility resource available to meet that electricity demand and or even planned for a net zero distribution grid?

There are many reasons to be thankful: a climate bill that has passed in Massachusetts, an ongoing inquiry into energy affordability, and the Affordable Homes Act. However, my greatest reason for gratitude is you—my friend and collaborator. Happy Thanksgiving!
