The takeaway is that local officials need to widen the aperture of what outcomes they consider possible from weather events. What's 'normal' and 'typical' has expanded considerably and rapidly. People need to start internalizing this.

Yes / and … if you’re building a movement you have to both energize the base and preserve support with centrists. I’m not saying the slogans shouldn’t have been used, but movement leaders need to manage the risks.

Dems are great at single loop learning, but bad at double loop learning. Single loop: this message works on these audiences best. Double loop: this message isn't moving the needle on vote share. Why? Because it doesn't capture public attention, and it doesn't mobilize the base effectively.

Cynics want to call this a publicity stunt and that it won't matter. But DOJ just used statements from Bukele's and Trump's PR stunt in the oval office as the sole evidence in their case. These moves 1) capture public attention on the problem, 2) create an evidence base lawyers can use in court.
