ICE's primary function is similar to a traffic cop. They issue citations for CIVIL VIOLATIONS, not crimes, like traffic cops do for speeding. I know a rightous shooting. On its face this was a total fuck up on law enforcement's part. Was it a crime? Yes given the quick move to cover it all up
