NSF has received an email from its director to ignore the federal judge’s stay of Trump’s order and implement the spending pause. Note that the director does not take the limited interpretation the admin pushed publicly but instead takes the broad interpretation the admin pushed privately.

Medicaid is FFA. But it might be practically exempt bc the statutory formula for paying FMAP means a pause is inconsistent with (non-ICA) law. So the “required by law” exception in the memo should apply.

The brief text of the memo appears to apply extraordinarily broadly. In healthcare, it could be read to sweep in funding for Federally Qualified Health Centers, the Vaccines for Children Program, etc. It's less clear to me whether it includes Medicaid. /1 www.washingtonpost.com/business/202...
