I think they have wrongly conflated these two cases for the headline. That's my main take. This isn't really an NBA case.

Evidence thin, at least in the indictments, compared to the hyperbole at the presser. But even the alleged crimes, a $7 million poker ring? That's peanuts given what's illegally wagered. Not a very big ring. More like a pinky ring.

The NBA indictments are thin. They are thin wrapping, folded around the crime there is stronger evidence of, a crooked poker fleece run by wise guys.

Interesting. As I read the indictment, it only places Billups in a single poker game, in Vegas in 2019.
