Make it a mandatory promotion criteria for CI and Supers. It would need careful attention to measurement of quality and effectiveness.

Very useful overview of Rick and Tom's proposals. "In our estimation, the Government’s Safer Streets mission and efficiency agenda will be near-impossible to deliver without changes to the current governance and institutional frameworks." The saving are needed to fund neighbourhood policing.

Not sure yet. The Home Sec did say prevention was one of her key priorities. Hopefully the white paper will set out more detail
