Assuming countries want to continue playing by the rules, rising their MFN tariffs to restrict imports from China may put them at risk of being hit by the US reciprocal tariffs (although, we need to see what they mean)

Putin can be pushed to doing something rash, but only by a direct, existential threat to his regime. Nothing that occurs in Ukraine or near it rises to that level. War induced economic and social discontent in Russia's provinces is likely a bigger threat to Putin than the Ukrainian military.
