This report hints at an often overlooked aspect of community energy: that community energy groups shouldn't be considered as operating 'outside' of the energy system, but can be important actors - along with suppliers, local authorities, developers, etc. in the development of local energy systems.

So much profit from energy leaves the localities from where it is produced. It’s extracted from those communities, often leaving Wales altogether, concentrating in the hands of a small number of multi-national corporations. It doesn’t need to be this way.
