I don't think it is as strong as S but that could be my bias towards the sister arc. I does cause problems with the ideas of sequels due to the escalation of power issue. Though in saying that there are only 2 arcs left to adapt unless they would be willing to make an anime original.

The sister arc is just more compelling when it is from Misaka's side and isn't stuck with the episode limits that the index show kind of has. ITEM is a fun introduction into the show and just overall had fun with this.
